Holders are equipped to:

  • Define and implement the overall strategy of the establishment, upholding ethics and a quality-first culture in every area of activity.
  • Lead and coordinate multidisciplinary teams — physicians, nurses, administrative staff and support services.
  • Manage investments, budgets and all resources of the establishment.
  • Drive innovation and modernisation projects, integrating the values of sustainable development (CSR/RSO).

BC01 Strategic Planning & Direction

Define the establishment's five-year project and coordinate all stakeholders.

  • Conduct strategic and regulatory monitoring of the healthcare sector
  • Perform internal & external diagnostic (SWOT, PESTEL, growth matrices)
  • Co-construct the establishment project with ARS, CVS, users and partners
  • Supervise patient care pathways, safety, patient rights and anti-abuse prevention
  • Design and oversee environmental programmes (waste, energy, recycling)
  • Represent the establishment before health authorities and institutional partners

BC02 Budget Management & Financial Performance

Pilot operating and investment budgets and define the tariff strategy.

  • Prepare the annual budget using ERP tools and financial dashboards
  • Monitor budget execution in real time and adjust operating costs
  • Build investment financing plans (e-health, AI-powered equipment…)
  • Define tariff policy in compliance with T2A regulations and CCAM
  • Negotiate with ARS, Social Security and the Ministry of Health
  • Develop a responsible procurement policy aligned with CSR standards

BC03 Quality, Hygiene, Safety & Accreditation

Lead the quality certification process and ensure full regulatory compliance.

  • Manage HAS accreditation and ISO 9001 / ISO 14001 certification processes
  • Deploy digital solutions: electronic patient records, AI diagnostics, e-health
  • Ensure GDPR compliance and cybersecurity of health data
  • Implement nosocomial infection prevention protocols and HACCP standards
  • Chair the CSE (Works Council) on all hygiene and safety matters
  • Define and activate crisis management and business continuity plans

BC04 Human Resources Strategy

Build, develop and retain a high-performing, inclusive workforce.

  • Forecast workforce needs and manage the HR budget across all departments
  • Design inclusive recruitment processes (disabled workers, seniors…)
  • Implement GEPP (skills forecasting and career planning)
  • Prevent psychosocial risks (PSR) and promote workplace quality of life (QVCT)

BC05 Business Development & Marketing

Grow the establishment's activity and strengthen its reputation.

Admissions & Prerequisites

Applicants must meet one of the following profiles:

  • Hold a Level 6 qualification (Bachelor's degree or equivalent) — from university, engineering school, business school or equivalent.
  • Be in the process of completing, or have completed, a Level 7 programme at another institution (parallel admission).
  • Demonstrate significant professional experience in managerial or management roles in a healthcare, hospital or medico-social setting (EHPAD, hospital, clinic, ESAT…) — preferably with a Level 5 qualification — and benefit from an accelerated/shortened pathway.

Regulatory Framework

This certification meets the requirements of Decree n° 2007-221 of 19 February 2007, which stipulates that directors of medico-social establishments must hold a Level 7 or Level 6 RNCP-registered qualification depending on the size of the facility.
